Job Description (Roles and Responsibilities) :
Main Purpose of Job:
- The UK Mission to ASEAN (UKMIS ASEAN) in Jakarta is part of a world-wide network of 270 Posts, representing British political, security, economic, and development interests around the world. The UK became ASEAN’s 11th Dialogue Partner (DP) in August 2021 and UKMIS ASEAN is responsible for leading on that relationship.
- UKMIS ASEAN priorities and deliverables are formalised through the ASEAN-UK Plan of Action (POA) to cover the period 2022-2026. To deliver that Plan, the Mission has rapidly expanded in the past three years and adopts a team structure that mirrors ASEAN’s three communities: political-security; economic; and socio-cultural – ‘socio-cultural’ include policy areas related to human development, poverty and climate change.
- This position will play a central role in the socio-cultural team, and we are seeking a dynamic Policy Officer to support the team’s work to further develop our relationship with ASEAN. Working closely with the Socio-Cultural Counsellor/Team Leader, the team that you will join leads the UK Mission’s engagement with ASEAN on a range of human development, poverty and climate-related issues. Our thematic priorities include:
- Education
- Health
- Humanitarian & Disaster Resilience
- Gender & Inclusion
- Climate, Energy and Nature
- Science, Technology, and Innovation (STI)
- Creative Economy
- One of the core mechanisms for delivery of these themes are through a suite of ‘flagship’ ODA programmes. The programmes are in early stage of implementation, and the socio-cultural team leads on those for education, health security, and climate, nature & energy transition.
- The jobholder will work closely with a multi-disciplinary team consisting of 1 Socio-Cultural Programme Lead, 3 Policy & Programme Officers, 1 Finance Officer, and 3 Advisers (Health, Climate, and Education). The team works closely with an ASEAN Science and Technology Adviser, and we draw extensively on the expertise of regional teams and networks.
- The jobholder will have an exciting opportunity to work with the ASEAN Secretariat, ASEAN Member States, Dialogue and Development partners, multilaterals, UK government departments, and Embassies and High Commissions in the region. The role requires frequent travel to the region.
- This is a permanent position, and the successful candidate will initially be offered a 1-year Fixed Term Contract and transition to a permanent contract thereafter.
What the Jobholder will be Expected to Achieve :
- This is an exciting and stretching position working closely with Socio-Cultural Counsellor/Team Leader, playing a central and cross-cutting role to help deliver UK-ASEAN objectives related to human development, poverty and climate.
Team Coordination and Oversight (35%)
- Coordination and oversight of the team’s core activities, including co-chairing Socio-Cultural team meetings, maintaining the comms and travel calendar, supporting in the reporting of the ASEAN-UK POA and key ASEAN events.
- Maintain and manage good relations with an extensive network of colleagues and partners within the UK government; UKMIS teams, regional embassies/high commissions, FCDO headquarters/UK departments. You will engage, inform and update the work of the team and specifically the areas on which you lead. You will seek feedback and advice from this network, ensuring the direction of travel and course of action remains appropriate, and provide recommendations if/when changes required.
- You will identify and plan for opportunities for engagement with senior level UK Government officials and Ministers travelling to the region in promoting the work of the team, including in the policy areas on which you lead, i.e. providing advice on where senior level representation is needed in furthering our agenda, and lead in the coordination of visits and high-level meetings, including briefings.
- Ensure Socio-Cultural policy-programme cohesion, working closely with the Socio-Cultural Programme Lead, ensuring cross cutting activities are aligned.
Policy Implementation (35%)
- Establish a thorough understanding of UK and ASEAN thematic policies and programmes prioritised within the team.
- Establish and maintain relationships with relevant stakeholders (ASEAN, AMS, DPs, multilaterals), learning about their priorities and sharing ours, and where appropriate explore areas for collaboration. You will provide regular reporting to seniors, within UKMIS and the region and HQ on the effects of policy or operational changes.
- Lead in the delivery of key thematic areas; disaster management/humanitarian, gender/inclusion and digital. You will help identify how UKMIS will deliver on these thematic areas for the year ahead, and the lifetime of the PoA.
- Support in identifying ASEAN Chair priorities and opportunities for the year and plan and deliver on specific initiatives (e.g. events, dialogues, visits).
Programme Management and Communication (25%)
- You will create opportunities and deliver discrete programmes to service shorter-term objectives (e.g. ASEAN chair priorities), and develop project management skills ensuring programmes run smoothly, to time and budget.
- You will collaborate closely with the Socio-Cultural Programme Lead and the UKMIS ASEAN Communications Manager/team to implement and deliver our Communications Strategy and Plan. Your role will ensure that the programme’ s achievements, impact, and human stories are effectively communicated across internal and external networks – amplifying visibility, engagement, and understanding of our work.
Corporate (5%)
- You will contribute towards UKMIS ASEAN’s corporate functions, e.g. team away-days and annual staff events. Actively engaging on one of the embassy corporate committees to promote a healthy and happy working environment.
Resources Managed (staff and expenditure):
- Potentially managing ODA programme/s and oversight of budgets and expenditure ensuring compliance with FCDO programme rules.
Essential qualifications, skills and experience :
- University graduate in relevant subjects, such as international development, international relations
- Fluency in written and spoken English; ability to draft a wide range of correspondence, including communication and media products
- Strong interpersonal skills, able to work with people of different levels and background
- Proactive and willing to take initiative
- Flexibility and resilience under pressure
- Proficient in MS Office applications
Desirable qualifications, skills and experience :
- Experience of engaging with ASEAN and other multilateral and regional organisations (e.g. World Bank, UN, ADB), donors
- Working in the field of international development and themes (e.g. health, education, climate, gender/inclusion, disaster resilience, digital transformation)
- Communicating on social media platforms
