Senior Development Programme Coordinator (SDPC)

- Purpose: The SDPC role at the Embassy has the responsibility to contribute to the oversight, delivery, and coordination of New Zealand’s International Development Cooperation to Indonesia and the ASEAN Region, involving the Programme of thematic and sectoral Activities under these, that support New Zealand’s broader foreign and trade policy objectives in the Region.
About the Position:
- The SDPC role is one in a team of 5 (Team IDC-JAK) that work closely with colleagues in the Embassy and MFAT’s Pacific and Development Group (PDG) of which the Global Development and Scholarships (GDS) Division has overall responsibility for the effectiveness and efficiency of IDC Programme and Activity management within the ASEAN region, for which Indonesia is a part. Other Wellington-based Divisions we work closely with on delivery are the Development Economic and Prosperity (DEVECO), Development, People and Planet (DEVPP) and the Partnerships, Humanitarian and Multilateral (PHM) Divisions. IDC-JAK also liaises closely with the South East Asia (SSEA) and Asia Regional (ARD) Divisions to ensure close coordination of shared interests.
Key Accountabilities:
Role Specific:
- Play a leading role to manage the effective and efficient delivery of the NZ-IDC thematic sector level Activity streams, to realise our strategic priorities and high-level outcomes under:
- Indonesia’s two Programme Pillars: Climate and Economic Resilience, and Human and
- Inclusive Development.
- The ASEAN/ASEC Regional Activities based out of Jakarta.
- NZ’s humanitarian response to natural disasters and other emergencies in Indonesia and
- ASEAN Region, should they occur.
- Manage policy engagement with partners and stakeholders at a thematic sector and Activity level.
- Provide policy and organisational support to NZ’s engagement in Indonesia and ASEAN region.
People Leadership:
- Play a leading role in management and coordination of Team IDG-JAK to ensure high quality outputs while fostering a culture of learning and sharing of experiences.
- Demonstrate the organisation’s values, goals, policies, and procedures in all aspects of work.
Thematic Sector Leadership and Programme Management:
- Play a leading role in thematic, sector and programme management including: monitoring of progress, milestone achievements, risks and issues, and tracking expenditure against payment.
- Identify, research, report, and provide regular advice on key thematic sectors and emerging trends of interest/relevance to New Zealand.
- Play a leading role in JAK-IDG engagement with Indonesia Government and the ASEAN Secretariate (as appropriate) and other development actors and partners on key policy issues.
- Engage in development of Programme strategy, policies, planning, and budgetary documents.
- Contribute to Programme thematic/sector progress and budget reporting, internal policy papers, submissions, briefings, speeches, and requests for information.
- Represent New Zealand in Programme and Activity discussions, advocacy meetings, negotiations, and public diplomacy activities as required.
- Participate in and/or assist New Zealand delegations for bilateral, regional, and international meetings and negotiations as required an Activity and thematic/sector level.
Relationship Management:
- Drawing on local knowledge and networks, establish and maintain a strong set of relationships both internally and externally, at an Activity and thematic sector level, that support and underpin the NZ-IDC Programme and NZ’s wider relationships in Indonesia and ASEAN.
Activity Management:
- Manage Activity identification, design, appraisal, approval, and implementation processes with IDG-JAK and MFAT PDG staff.
- Provide quality Activity implementation through proactive monitoring of progress, risk, and relationship management, using MFAT’s IDC management system (Enquire).
- Prepare annual Activity monitoring reports for assigned Activities and contribute to regular updates to PDG Wellington outlining any significant issues/achievements and manage Activity completion processes.
- Engage with Activity governance arrangements (committees, working groups etc) as needed.
- Work with IDG-JAK and Wellington to commission and/or manage Activity evaluations and contribute to decision making on resultant outcomes.
Contract Management:
- Manage the development of contractual arrangements for Activities, including grant funding arrangements and contracts for service, which may involve a tender process.
- Manage contracts, including milestones, budget tracking, payments, reporting, risks, contract variations, and performance of contractors, using MFAT’s IDC management system (Enquire).
Financial Management:
- Review invoices and initiate payments to implementing partners in line with contractual payments schedules.
- Oversee Activity budgets, cash flows, and financial approvals to ensure funds are being used appropriately and effectively.
- Monitor the financial management and accountability systems for Activities/projects, agency payments, and grants.
Emergency Response Management:
- Provide alerts and updates to Wellington of natural disaster threats.
- Provide timely reporting in the post-disaster period regarding the impact of significant disasters and communicating to Wellington what support the Government of Indonesia or ASEAN Regional Centres requests.
- Liaise with the UNHCR/OCHA and the ASEAN Humanitarian Assistance (AHA) Centre and other key donors in Indonesia regarding their support for disaster response to ensure effective coordination of efforts.
Visits and Events:
- Assist as required in planning and managing the Embassy visits and events, including working with the Visits and Event Logistics Unit in Wellington and outsourced providers as required.
- Play a leading role contributing to Embassy public diplomacy, communications and media content.
Organisational Responsibilities:
- Understand how this role contributes to the Embassy’s strategic priorities which are aligned to NZ-MFAT’s high-level purpose and outcome statement.
- Understand and apply that strategic context to the operating environment in which the Embassy functions, including priorities and perspectives of the NZ-MFAT, NZ’s Ministers, partner agencies and external stakeholders.
- In consultation with your manager, identify, pursue, and implement learning and development opportunities to build and deepen expertise, knowledge and experience aligned with the Embassy and IDC’s strategic priorities.
- Contribute to Embassy-wide projects and emergency response situations.
- Be aware of and adhere to the Embassy’s Health and Safety, and security policies and procedures.
- All other duties as requested by the employer.
Knowledge Management:
- Maintain accurate records of all work undertaken utilising the MFAT’s ICT systems. Adhere to internal policies and procedures around the retention, protection and sharing of official information.
- Contribute to the continuous development of the Embassy’s knowledge base by using MFAT’s internal systems, sharing information and data with relevant internal stakeholders.
Qualifications, Skills, knowledge & experience:
Qualifications:
- Relevant tertiary qualification(s) relating to international development, international relations, humanitarian affairs, economics, project management, or public sector administration. Post-graduate qualifications would be an advantage.
Skills and Knowledge:
- Strong analytical skills leading to sound judgements, and the ability to present these in clear, complete and concise reports, submissions and proposals.
- Strong written and verbal skills (in Bahasa English and Bahasa Indonesia).
- Strong planning and organising skills with ability to prioritise and work independently, and effectively, with minimal supervision.
- Ability to quickly learn new systems and processes and to use these to work effectively across a wide network and small team environment, involving the sharing of information and at times sharing workloads.
- Ability to think strategically and see linkages between different streams of work.
- Cultural sensitivity and excellent relationship building skills.
- Flexible, creative, responsive, able to take initiative, reliable, open to learning and improving own capability.

Experience:
- Minimum of seven (7) years’ experience working with government, an International NGO or Yayasan, or other development organisation(s) in a senior or technical capacity.
- Significant work experience in international development policy and practice, and with a multi/bilateral programming, including project cycle management, strategic planning, financial management, monitoring and evaluation.
- Sound knowledge of the ASEAN community development priorities and challenges, and preferably with the ASEAN Secretariat systems and processes.
- A good understanding of the machinery of Government and the Government decision-making process both nationally and in Provinces.
- Significant experience in establishing and maintaining relationships with partners including to deputy Minister levels, upper echelon officials of government and in communities, as well as with contractors and other donors.

- The position is required to build and maintain the following relationships:
- Internal (within the Embassy)
- NZ Ambassador to Indonesia.
- NZ Ambassador to ASEAN.
- Manager (Counsellor for Indonesia and ASEAN Development Cooperation).
- Other Embassy staff, including from other NZ Government agencies.
- External (outside the Embassy)
- Staff at MFAT’s head office in Wellington, particularly Global Development and Scholarships Division colleagues Indonesia Government central ministries and agencies.
- Other Donors and diplomatic missions.
- NGO’s, foundations, business, academia, regional and international institutions and organisations, MFAT engaged contractors and implementation agencies.
- Other NZ government departments, agencies and International NGO’s working in Indonesia and on wider ASEAN Activities.
Mandatory Role Requirements
